Creates new requirement for political committees (state and federal registered) to file disclosure statements with North Dakota Secretary of State within 48 hours of making any expenditure exceeding $5,000.

Disclosure statements must include recipient name, purpose of expenditure, amount, support/opposition designation, and list of all subcontributors donating over $1,000 with their names, addresses, and contribution amounts.

Requires additional disclosure statements for each subsequent $5,000 increment in expenditures, with statements signed and attested as true and complete by the individual completing them.

Amends independent expenditure provisions for corporations and political committees to require disclosure of "ultimate and true source of funds" from contributors and subcontributors donating over $200, including names, addresses, amounts, and contribution dates.

Exempts candidate committees from large expenditure disclosure requirements.
