Allows political committees to contribute up to $1,000 per calendar year to legislative candidates, except candidate committees which have no limit.

Permits unlimited contributions from political parties to legislative candidates.

Reduces the reporting threshold for detailed contribution disclosure from $5,000 to $1,000 in aggregate for campaign disclosure statements filed by candidates and conduits.

Establishes violations as a class B misdemeanor, with subsequent offenses within a calendar year classified as a class A misdemeanor.
