Senate Bill 2316 Summary

• Secretary of state shall decertify (rather than may decertify) voting systems found non-compliant with law and established criteria, and shall recertify systems once they achieve sufficient compliance.

• Manual ballot counts must be performed and reconciled with electronic voting system counts during canvass; if numbers are unequal, pollbooks, electronic canvass reports, and manual counts must be rechecked or performed again.

• Ballot relocation for canvassing requires chain of custody documentation signed by all county election officials present and representatives of each political party represented on the ballot.

• Recounts must use high-definition digital imaging to verify authenticity of physical election records, with entire recount recorded by video and audio and livestreamed on county and secretary of state websites.

• All lawfully authorized election officials in each county involved in a recount shall review ballots and records, and manual ballot counts must match exactly corresponding electronic tabulation counts.
