Directs legislative management to study North Dakota's open adoption policies and relevant case law during the 2023-24 interim to assess feasibility and desirability of legislation clarifying communication and biological parents' rights.

Study must examine existing state policies on open adoptions, current practices for collecting and storing biological parents' personal and medical information, and benefits and consequences of extending legal enforceability to open adoption agreements.

Study must identify best practices for keeping adopted children and adoptive parents informed of biological family health complications, potential financial costs to adoptive families and agencies, and barriers to enforcing open adoption agreements in North Dakota.

Legislative management may request assistance from the Department of Health and Human Services and adoption agencies partnering with the state.

Legislative management shall report findings, recommendations, and any necessary implementing legislation to the sixty-ninth legislative assembly.
