Establishes a restitution assistance fund in the state treasury funded by up to $1 million per biennium from the department's revenue to provide assistance to victims of securities violations who have not received full restitution.

Eligible applicants include North Dakota residents victimized by securities violations in any jurisdiction, and nonresidents victimized in North Dakota if their home state offers similar assistance to North Dakota residents.

Awards limited to the lesser of $50,000 or 50% of unpaid restitution per victim, with applications required within two years of the final order; the commissioner may extend this deadline for good cause.

Denies assistance if the victim participated in, assisted with, or profited from the securities violation, and requires forfeiture of awards if the claimant is later convicted of a relevant crime.

Department gains subrogation rights against the individual ordered to pay restitution and may recover funds through civil action or by placing a lien on victim recoveries; payments suspended if fund balance falls below $100,000.
