Legislative management shall conduct a study during the 2023-24 interim on parentage and adoption practices currently in North Dakota statute, with assistance from the department of health and human services and the North Dakota commission on uniform state laws.

Study must examine current policies on determining and notifying biological parents of parentage or adoption hearings, current practices for collecting and storing personal information, and best practices for protecting privacy of adoption process participants.

Study shall evaluate the feasibility and desirability of adopting language from the 2017 Uniform Parentage Act, particularly regarding modern data handling practices and notification methods.

Study must analyze financial costs and barriers associated with establishing and maintaining a parentage registry within the state.

Legislative management shall report findings, recommendations, and any necessary implementing legislation to the sixty-ninth legislative assembly.
