Establishes a school funding task force during the 2023-24 interim facilitated by a nonpartisan leadership organization with staffing from legislative management, including five legislative assembly members, school administrators, teachers, parents, and representatives from the Department of Public Instruction, governor's office, and regional education associations.

Requires the task force to review state school funding litigation, analyze higher education funding sources for K-12 use, examine school payment formulas for cost equalization, study district consolidation benefits, and evaluate school transportation and special education costs.

Directs the task force to study funding formulas used by other states, analyze distance education costs comparing synchronous and asynchronous instruction methods, and assess negative impacts of the current funding formula.

Authorizes the task force to optionally study school building maintenance and repair funding and review how the current formula impacts school ending fund balances.

Requires the task force to report findings, recommendations, and any necessary legislation to the sixty-ninth legislative assembly.
