Establishes that the North Dakota legislative assembly shall reconvene annually for a number of days determined by the legislative assembly, not to exceed the number of natural days available under the constitution.

In odd-numbered years, the legislature convenes at twelve noon on the first Tuesday after January 3rd or on a date selected by legislative management between January 2nd and January 11th, then recesses after the regular session.

In even-numbered years, the legislature reconvenes at a time and date selected by legislative management to review and amend the budget and appropriations, and consider any other legislative matters.

Allows the legislative management to call the assembly to reconvene after adjournment, with session length limited to unused constitutional days, regardless of whether the prior motion was to recess, adjourn to a time certain, or adjourn sine die.

Permits interim committees of the legislative management to continue meeting during legislative sessions.
