Amends North Dakota Century Code section 53-06.1-11.1 to clarify restrictions on use of gambling net proceeds by licensed organizations and permit holders.

Prohibits licensed organizations from using money for ballot initiatives, referendums, or political campaigns to promote or oppose candidates for public office.

Requires organizations to report to the attorney general any funds expended to promote or oppose initiated or referred measures on the ballot, with violations subject to license or permit suspension up to one year.

Establishes eligible uses for net proceeds including education, charitable, patriotic, fraternal, religious, and public-spirited purposes such as scholarships, tourism development, libraries, youth activities, emergency relief, and government burden reduction.

Prohibits use of net proceeds for administrative or gaming-related operating expenses, except for office or storage space within property used for an organization's primary purpose.
