Creates a state poet laureate position in North Dakota with a five-member nominating board consisting of representatives from the house, senate, governor's office, arts council, and department of commerce.

Nominating board recommends three finalists by April 1 of odd-numbered years; finalists submit applications by May 1 including resume, five writing samples (one recorded), three letters of recommendation, and proof of North Dakota residency.

Nominating board selects one individual to serve as poet laureate for a two-year term beginning July 1 of odd-numbered years.

Poet laureate must participate in at least four public events around the state each year and can receive up to $5,000 annually in reimbursement through the North Dakota council on the arts, with a maximum of $1,250 per event.

Poet laureate cannot name an associate or substitute poet laureate, and if unable to complete the term, the nominating committee selects an individual to serve the remainder.
