Amends section 39-21-41.4 of the North Dakota Century Code to remove references to secondary enforcement limitations for safety belt violations.

Repeals section 39-21-41.5 of the North Dakota Century Code, which previously governed secondary enforcement of safety belt requirements.

Maintains existing safety belt requirements for drivers and front seat occupants in motor vehicles designed for fewer than eleven passengers.

Preserves exemptions for children in car seats, farm vehicle operators, rural mail carriers, occupants with medical conditions documented by healthcare providers, and situations where all front seat belts are in use.

Retains prohibitions against using safety belt violations as evidence of negligence in civil proceedings or admitting violation evidence in proceedings other than those charging the violation.
