Restricts the Garrison Diversion Conservancy District's use of permanent easement property solely to construction, operation, and maintenance of facilities authorized by law.

Prohibits the district from renting, selling, or assigning permanent easement rights, except the district may assign easements to the state of North Dakota if necessary for public water pipeline operation and maintenance.

Requires all permanent easements to transfer to the public water system receiving beneficial use from the water pipelines and facilities if the district ceases operation.

Mandates transfer of all permanent easements to the state if no public water system exists to receive them upon the district's cessation of operations.

Requires the state or public water system assuming easement transfer to assume full responsibility for all easement activities, responsibilities, and environmental remediation obligations.
