Legislative management shall conduct a study during the 2023-24 interim on the roles of the insurance commissioner, department of emergency services, and department of water resources in tracking and updating primary land use authority on lands outside municipal jurisdiction.

Study must develop a method to track all organized townships in the state and maintain updated contact information, certified annually by December 31st.

Study must consider a formal process for organized townships to request, establish, and track the yielding of land use authority to adjacent jurisdictions.

Study must examine how insurance producers access information about relevant land use authorities to appropriately associate insurance policy holders with the correct authority for federal emergency management agency's national flood insurance program purposes.

Legislative management shall report findings, recommendations, and any necessary implementing legislation to the 69th Legislative Assembly.
