Authorizes counties to participate in cooperative purchasing agreements with the state, other political subdivisions in North Dakota, or other states through joint-powers agreements under chapter 54-40.3, with approval from the board of county commissioners.

Authorizes cities to participate in cooperative purchasing agreements with the state, other political subdivisions in North Dakota, or other states through joint-powers agreements under chapter 54-40.3, with approval from the board of city commissioners or city council.

Amends county code to allow contracting for cooperative purchases as an exception to standard competitive bidding requirements.

Amends city code to allow contracting for cooperative purchases as an exception to the requirement that supplies be furnished by contract to the lowest responsible bidder.

Exempts both counties and cities from these cooperative purchasing provisions when the purchases involve construction of public improvements.
