• Counties must adopt a board resolution expressing interest in livestock development, collaborate with political subdivisions, submit a development plan, complete a study identifying suitable locations for confined animal feeding operations and agricultural facilities, and disclose existing or planned livestock initiatives

• Commissioner shall publicly designate compliant counties as livestock-friendly counties

• Designated counties must reapply for the designation every four years to retain it

• Commissioner may revoke a county's designation if it no longer meets the eligibility requirements and may adopt rules to implement the designation program
