Adds definition of "homeless youth" as an individual under sixteen years of age living in situations described in 42 U.S.C. 11434(a)(2) and not in the care and physical custody of a parent or legal guardian.

Adds definition of "homeless youth agency" as an agency assisting a homeless youth in obtaining the homeless youth's birth record.

Permits certified copies of birth records to be issued to homeless youth agencies in addition to existing authorized recipients (individuals age 16+, parents, authorized representatives, and court orders).

Declares the measure an emergency.
