Amends section 12.1-23-02 of North Dakota Century Code to add a fourth category of theft involving public servants who knowingly seize or confiscate private property without providing due process of law.

Creates new section 12.1-23 prohibiting political subdivisions, including home rule cities and counties, from seizing or confiscating an individual's personal property from real property owned by the individual without first providing due process of law.

Clarifies existing theft statute language by replacing pronouns with explicit references to "the property" and "the owner" throughout sections 1-3 of the theft definition.
