Legislative management shall study the prior authorization process used by health insurance companies in North Dakota during the 2023-24 interim.

Study must examine the extent of prior authorization use, types of services requiring authorization, and impacts on patient health outcomes, satisfaction, costs, and access to care.

Study must assess administrative burden, time, and costs on health care providers and insurers, and consider state and federal laws affecting prior authorization.

Study may address response times, retroactive denials, data reporting, clinical criteria, transparency, fraud prevention, reviewer qualifications, exceptions, and appeal processes.

Legislative management shall report findings and recommendations, including any required legislation, to the sixty-ninth legislative assembly.
