Appropriates $5,000 for international legislators' forum dues (May 10 - June 30, 2023) and $425,000 for costs related to the 2023 special legislative session through June 30, 2025.

Appropriates $500,000 to the legislative council for a performance audit of the state auditor's office and consulting services for interim committees, including review of audit efficiency, staff time monitoring, billing processes, and communications practices.

Appropriates $58,283 for employer retirement contribution increases and $255,000 for legislative council salaries and wages through June 30, 2025.

Amends section 24-02-37.3 to change the flexible transportation fund budget approval threshold from "fifteen million dollars" to "fifteenten million dollars" and requires director reports to the budget section on fund status and project allocations.

Directs legislative management to conduct studies during 2023-24 interim on: state fire and tornado fund and state bonding fund administration; state facilities management and maintenance; and state guardianship programs, with findings reported to the sixty-ninth legislature.
