Reduces full-time equivalent positions from 35 to 33 and eliminates the $271,335 public printing line item by transferring those responsibilities to the Legislative Council

Increases the Secretary of State's annual salary to $139,256 through June 30, 2026, and $143,434 thereafter

Allocates $4,600,359 in one-time funding for election pollpads and cradle points ($2,800,000), IT enhancements ($700,000), election security grant ($100,359), and Help America Vote Act ($1,000,000)

Transfers authority for publishing, distributing, and selling session laws and legal codifications from the Secretary of State to the Legislative Council
