Appropriates $23,456,172 total ($9,221,704 general fund) to the Public Service Commission for the 2025-2027 biennium, maintaining 45 full-time equivalent positions

Increases Public Service Commissioner annual salaries to $139,256 through June 30, 2026, and $143,434 thereafter

Authorizes a loan up to $900,000 from the Bank of North Dakota for rail rate complaint case costs, to be repaid from any damages or proceeds received from a successful outcome

Includes $405,000 in one-time funding for drone imaging technology ($155,000) and federal intervention funding ($250,000)

Increases the special fuels excise tax deposit to the rail safety fund from $332,327 to $352,892 per year from diesel fuel taxes collected on railroad sales
