Includes $8.2 million in one-time funding: $3 million for agricultural products utilization, $3 million for grasslands grazing grants, $1.5 million for food pantry meat/protein grants, $300,000 for autonomous technology grants, and $400,000 for the North Dakota trade office

Sets the Agriculture Commissioner's annual salary at $140,780 through June 30, 2026, increasing to $145,003 thereafter

Authorizes multiple fund transfers including $3 million from Bank of North Dakota profits to the agricultural products utilization fund, $325,000 to the minor use pesticide fund, and $250,000 to the environmental impact mitigation fund

Requires grasslands grazing grant recipients to provide $1 matching for every $4 in grant funding, with eligible projects including water development, fencing, conservation initiatives, and wildlife habitat enhancement on national grasslands
