Appropriates $20,767,871 from special and federal funds to the Insurance Commissioner for the 2025-2027 biennium, an increase of $4,983,978 over the base level, and adds 10 full-time equivalent positions (from 47 to 57 total)

Increases securities division registration fees: broker-dealer fees rise from $200 to $240, agent fees from $60 to $75, investment adviser fees from $100 to $120, and investment adviser representative fees from $50 to $60

Raises the Insurance Commissioner's annual salary to $139,256 through June 30, 2026, and to $143,434 thereafter (up from $135,200)

Requires government self-insurance pools to submit biennial reports to legislative management by September 30 of each even-numbered year, including claims activity, payment history, balances, complaints, and executive/board compensation

Includes $140,000 in one-time funding for radios and x-ray machine ($90,000), accrued leave payout ($30,000), and fire marshal overtime ($20,000)
