Allocates $11 million in one-time funding for direct payments to licensed child care providers supporting infant and toddler care, with payments up to $200/month per child birth through 17 months and $115/month per child 18-36 months.

Creates an extraordinary medical needs housing loan fund through the Bank of North Dakota offering loans up to $3.3 million at no more than 2% interest with 20-year repayment terms for constructing housing for individuals with disabilities.

Limits medical assistance expansion program expenditures to $662.1 million ($66.2 million general fund) and caps managed care organization provider reimbursement rates at 145% of Medicare rates, with exceptions for critical access hospitals, federally qualified health centers, and tribal health providers.
