Appropriates $3.056 billion total ($1.74 billion general fund) for the 2025-27 biennium to the Department of Public Instruction, Center for Distance Education, State Library, School for the Deaf, and North Dakota Vision Services - School for the Blind

Increases integrated formula payments to schools by $114.6 million to $2.414 billion, including $233 million from the foundation aid stabilization fund and $595.7 million from the state tuition fund

Provides $8.4 million in one-time funding for programs including teacher retention ($2 million), school board training ($1.5 million), early learning ($1.5 million), centers of excellence ($1 million), and facility improvements at specialized schools

Allocates $6 million for free student meals for families at or below 225% of federal poverty guidelines, $3 million for paraprofessional-to-teacher programs, and $500,000 for North Dakota Governor's Schools at NDSU and UND

Sets the Superintendent of Public Instruction's annual salary at $147,978 through June 30, 2026, and $152,417 thereafter, and requires school districts to provide electronic forms for collecting free/reduced-price meal eligibility information beginning July 1, 2026
