Appropriates $62,091,715 total funds ($15,528,741 general fund) to the Parks and Recreation Department for the 2025-27 biennium, including $3,093,829 for the International Peace Garden

Increases staffing from 65 to 76 full-time equivalent positions and allocates $21,691,500 in one-time funding for equipment, deferred maintenance, comfort stations, technology enhancements, and various capital projects

Provides $19,941,500 from the Strategic Investment and Improvements Fund for state park improvements including $12,500,000 for deferred maintenance, $2,500,000 for technology enhancements, and $800,000 for Lake Metigoshe sewer infrastructure

Requires legislative assembly approval before any state agency or official may create a new state park or rename an existing state park

Continues approximately $124 million in unexpended appropriations from prior biennia, including $70,000,000 for the Theodore Roosevelt Presidential Library project and $6,000,000 for the Pembina Gorge campground project
