Expands the Capitol Grounds Planning Commission's approval authority to include "physical and aesthetic features of the public interior areas" of buildings, facilities, monuments, memorials, or works of art on capitol grounds, in addition to existing authority over basic style and exterior construction

Limits the commission's advisory role on interior matters to "nonpublic interior areas" rather than all interior areas of capitol grounds buildings

Authorizes the commission to receive reports on new facility construction and remodeling projects exceeding $5 million, including both owned and leased facilities from which the state operates

Excludes facilities operated by the State Board of Higher Education or the National Guard from the commission's construction and remodeling reporting requirements
