Creates a new Division of Apprenticeship within the Department of Labor and Human Rights, with employees reporting to the labor commissioner or an appointed division director

Requires the division to coordinate with the U.S. Department of Labor's Office of Apprenticeship to administer the federal apprenticeship system in North Dakota and develop a statewide strategy to maintain existing programs and expand new ones

Mandates development of a pilot program to support businesses operating or seeking to create apprenticeship programs under the federal system

Appropriates $650,000 from the general fund for the 2025-27 biennium to fund salaries and benefits for three full-time equivalent positions

Requires the department to report to the 70th Legislative Assembly on the number of apprentices and employers assisted and new programs created during the biennium
