Expands the definition of "licensee" for the physician health program to include former licensees of the North Dakota Board of Medicine, in addition to current physicians, health professionals, and license applicants

Allows individuals who previously held medical licenses to participate in the physician health program even after their license has lapsed or been surrendered

Amends section 43-17.3-01 of the North Dakota Century Code

Passed the House 90-0 and the Senate 46-1
