Removes the previous water capacity thresholds (50 acre-feet for standard structures, 25 acre-feet for medium/high-hazard dams) that triggered enforcement action for unauthorized dikes, dams, or water devices

Water resource boards may now take enforcement action against any unauthorized dike, dam, or device that violates state water law or board rules, regardless of water retention capacity

Landowners must receive certified mail notice specifying noncompliance and have at least 15 days to remove the structure or request a hearing

Boards may seek emergency court injunctions and assess removal costs against responsible landowners' property, with costs split proportionally if multiple parties are responsible
