Amends Section 61-04-14 of the North Dakota Century Code to clarify that conditional water permits (not just "applications") are subject to forfeiture rules when renewal requests are not filed

Conditional water permits or portions thereof are forfeited if no renewal request is received within 60 days after the permitholder is informed the beneficial use period has expired

Permits or portions of permits are also forfeited if a request to extend time for application to beneficial use is denied by the Department of Water Resources
