Removes the requirement that the governor serve as chairman of the State Water Commission and that the commission select a vice chairman from among its members

Allows the governor or the governor's appointed representative to preside at all commission meetings

Vice chairman presides only when both the governor and the governor's appointed representative are absent or disabled
