Blood and other body fluid samples for DNA testing must be collected by qualified medical personnel (physicians, nurses, phlebotomists, or medical technologists) using approved methods and laboratory-provided kits

Grants civil and criminal immunity to individuals authorized to collect DNA samples when proper laboratory-approved techniques are followed

Declared an emergency measure, meaning it takes effect immediately upon approval rather than following the standard 90-day waiting period
