Removes "good moral character" as a licensure requirement for audiologists, speech-language pathologists, and speech-language pathology assistants

Expands pathways for speech-language pathology assistant licensure to include: a certificate of completion from the superintendent of public instruction (issued before August 1, 2026), a bachelor's degree in the field, or a two-year degree/bachelor's in another field with specific coursework, plus 100 hours of supervised clinical experience

Creates temporary licensure provisions requiring proof of active licensure within the past five years in North Dakota or another jurisdiction

Grants the board new investigative powers to subpoena and examine client/patient records, require licensees to give statements under oath, and mandate physical or psychological examinations when in the public interest

Passed the House 81-13 and Senate 47-0 during the 69th Legislative Assembly (2025 session)
