Expands eligibility for special road fund grants to include tribal governments and state agencies, in addition to political subdivisions already eligible under current law

Special road fund continues to receive 80% of interest income from the state highway fund and supports construction and maintenance of roads to recreational, tourist, and historical areas

Applications for funding must be submitted to the special road committee, which may require cost-sharing contributions from applicants as a condition of approval

Unobligated funds revert to the state highway fund if not committed by June 30 of each odd-numbered year and held for an additional two years
