Authorizes the Department of Transportation director to accept ownership of or place onto the state highway system a bridge and connecting roadway over the Oahe Reservoir, notwithstanding any other law

Retains existing authority for the director to execute agreements with the federal government for bridge construction, with the state agreeing to hold the U.S. harmless from damages except those caused by federal fault or negligence
