Creates a new regulatory framework for aboveground storage tanks holding refined petroleum products, administered by the North Dakota Department of Environmental Quality

Requires the department to adopt rules covering leak detection, record-keeping, release reporting, corrective action, tank closure, construction standards, and financial responsibility for tank owners and operators

Authorizes permit fees for registering, licensing, or operating aboveground storage tanks, with fees deposited into the department operating fund

Establishes civil penalties of up to $12,500 per day for violations of the chapter, rules, or permit conditions, with each day of noncompliance counting as a separate violation

Exempts numerous tank types from regulation, including farm/residential tanks for noncommercial use, propane tanks, federal tanks, portable tanks, and tanks at terminals, refineries, and midstream facilities
