Amends North Dakota Century Code section 12.1-34-02 to add "education release" programs to the list of transfers requiring victim notification, alongside work-release, community residential programs, and mental health facility transfers

Expands who may provide notice to registered victims about pending parole or pardon reviews to include "authorized representatives" in addition to the parole board and pardon clerk

Maintains existing requirements that registered victims and witnesses receive prompt notice of any temporary, provisional, or final release from custody, as well as escapes

Preserves victims' rights to submit confidential written statements and, for violent crime victims, to personally appear before the parole board, governor, or pardon advisory board
