Amends Section 49-04-07 to remove references to "traffic" in the prohibition against public utilities giving unreasonable preferences or advantages to particular persons, companies, or localities

Continues to prohibit public utilities from charging different rates for the same service through special rates, rebates, drawbacks, or other methods

Allows public utilities to enter reasonable agreements with customers, consumers, or employees for sliding scale charges, subject to Public Service Commission approval

Repeals three outdated common carrier regulations: Section 49-04-08 (permissible discrimination), Section 49-04-09 (long and short hauls), and Section 49-04-10 (freight pooling)
