Public Service Commission meetings must comply with open meetings requirements under chapter 44-04 of the North Dakota Century Code, except as otherwise provided by law

A quorum of commission members attending a legislative committee does not constitute a "meeting" subject to open meeting requirements

The commission is exempt from posting meeting notice at the meeting location (required under section 44-04-20) if the meeting was not scheduled or organized by the commission

Declared an emergency measure, meaning it takes effect immediately upon approval rather than the standard delayed effective date

Passed with near-unanimous support: House voted 89-0, Senate voted 45-1
