Requires postsecondary institutions offering distance education to North Dakota students to be members of the National Council for State Authorization Reciprocity Agreements (NC-SARA) and comply with its standards, policies, and fees

Establishes new requirements for institutions with physical presence in North Dakota, including accreditation, a federal financial responsibility composite score greater than 1.5, and institutional public disclosures

Increases civil penalties for violations from $100 to $1,500 per violation per day, and grants the board authority to suspend or revoke authorization for institutions failing to meet NC-SARA requirements

Updates and modernizes definitions throughout the chapter, including new definitions for "distance education," "person," and "physical presence," while narrowing the definition of "educational credentials" to exclude honorary degrees

Repeals the existing section on authorization of postsecondary institutions not operating in the state (Section 15-18.1-03) and removes the exemption for such institutions from chapter requirements
