Changes terminology from "permit" to "license" for facilities providing tattooing, body piercing, branding, subdermal implants, or scarification services in North Dakota

Requires department inspection of each facility prior to issuing a license, with ongoing inspections at department-determined frequency and access to customer and personnel records

Expired licenses may be renewed within 60 days after December 31 by submitting renewal application, renewal fee, and a late fee; licenses are non-transferable

Operating a facility without a license or failing to comply with regulations constitutes a class B misdemeanor; department may also issue cease and desist orders or seek injunctions
