Renames the "division of homeland security" to the "division of homeland security and emergency management" across multiple statutes

Amends 26 sections of law covering emergency services, disaster response, hazardous chemicals reporting, interoperability communications, and law enforcement telecommunications

Maintains the existing organizational structure where the Adjutant General serves as director of the Department of Emergency Services and appoints separate directors for each division
