Updates North Dakota's dairy regulations by changing all references from the 2019 revision to the 2023 revision of the federal Grade "A" Pasteurized Milk Ordinance

Removes outdated reference to "Grade A Condensed and Dry Milk Products and Condensed and Dry Whey - Supplement 1 to the Grade A PMO" from minimum standards for Grade A milk

Updates the milk sanitation rating and laboratory evaluation guidelines to the 2023 editions of FDA publications

Requires dairy producers, processors, and manufacturers to comply with the 2023 revision of the National Conference on Interstate Milk Shipments procedures

Passed unanimously in both chambers (House 93-0, Senate 47-0)
