Eliminates the separate Reduced Cigarette Ignition Propensity and Firefighter Protection Act enforcement fund, redirecting all cigarette certification fees to the insurance regulatory trust fund instead

Removes the fixed $250 initial certification fee for cigarettes, requiring the state fire marshal to establish an annual fee that covers actual costs of processing, testing, enforcement, and oversight

Adds cigarette ignition propensity certification fees (under section 18-13-03) as a new revenue source for the insurance regulatory trust fund

Repeals section 18-13-08 of the North Dakota Century Code relating to the fire prevention and public safety fund

Directs the Office of Management and Budget to transfer any remaining balance from the reduced cigarette ignition propensity fund to the insurance regulatory trust fund on August 1, 2025
