Replaces the term "certificate of authority" with "license" for administrators of life, annuity, and health insurance coverage, including those handling self-funded plans

Replaces "certificate of registration" with "license" for pharmacy benefit managers, who must hold an administrator license under chapter 26.1-27

Maintains existing fee structure: $100 filing fee for applications and $50 annual renewal fee

Preserves penalty provisions: operating without a license remains a class C felony; revocation may include fines up to $10,000, suspension may include fines up to $5,000

Passed with near-unanimous support: House vote 92-1, Senate vote 47-0
