Amends North Dakota Century Code section 26.1-01-03.3 to change terminology from "administrative monetary penalty" to "fine" for insurance title violations

Maintains the maximum fine of up to $10,000 per violation, imposed by the Insurance Commissioner after a hearing

Adds new authority for the Commissioner to require restitution for direct financial losses to persons harmed by insurance title violations, either in addition to or instead of monetary fines

Prohibits the Commissioner from adjudicating whether obligations are owed under insurance policies or requiring payment of insurance claims

Passed the House 76-13 and Senate 45-1 in the 2025 legislative session
