Expands eligibility for discretionary special allocation hunting licenses to include organizations exempt under IRC section 501(c)(19) (veterans' organizations) in addition to existing 501(c)(3) nonprofits

Increases the required conservation contribution from 10% to 20% of net raffle proceeds, which must fund director-approved conservation projects conducted in North Dakota

Maintains existing license limits: up to 2 elk licenses (max 2% of general lottery), 2 moose licenses (max 2% of general lottery), 2 antelope licenses (max 2% of general lottery), and 10 white-tailed deer licenses annually

Passed the House 88-4 and Senate 43-1 during the 69th Legislative Assembly session beginning January 7, 2025
