Amends North Dakota law governing interstate contracts with bordering states (Minnesota, Montana, South Dakota) for mental illness treatment, substance use disorder treatment, and detoxification services

Removes the prohibition on interstate treatment contracts for individuals on probation or parole, now only excluding those serving criminal sentences, subject to presentence investigations, or involuntarily committed

Requires North Dakota courts to retain jurisdiction over North Dakota residents receiving treatment in bordering states, with each state responsible for payment costs of its own residents

Mandates public or private entities entering agreements with bordering states to provide the department a copy of agreements and amendments within 30 days

Declared an emergency measure; passed House 89-0 and Senate 46-1
