Updates terminology throughout North Dakota Century Code Chapter 25-16, replacing "treatment or care center" with "provider agency" and "resident/patient" with "eligible individual" for developmental disability services

Adds new definitions for "group home" (community facility housing more than 3 individuals with developmental disabilities), "host home" (family home serving up to 2 individuals), and "provider agency" (licensed entity providing developmental disability services)

Establishes corrective action procedures allowing the Department of Health and Human Services to require compliance plans from provider agencies, with authority to issue restricted licenses or revoke licenses for non-compliance

Authorizes the department to purchase residential care services from provider agencies or Medicaid-enrolled providers and to establish a host home program for Medicaid-eligible individuals with developmental disabilities

Repeals Chapter 25-18 (fee for service ratesetting for developmentally disabled facilities) and declares the act an emergency measure; passed unanimously in both chambers (House 92-0, Senate 45-0)
